Below is a link to the Australian Institute of Criminology, the site has tons of statistics on crime rates in Australia – unfortunately it doesn’t have any over-arching “crime rate” but it does have broad rates of violent crime, property crime etc.

Alice Springs in the Northern Territory with it’s population of less than 30,000 was in 2008 named “stabbing capital of Australia”. The number of knife injuries attributed to violence/assault was the highest per capita in the whole country of Australia.
On a per capita basis, while the Federal intervention and strict alcohol laws seem to have had some contribution to a reduction in murders, Alice Springs until recently had the highest murder rate in the world. Second place was in Germany, I believe it was Munich that came second.
To give you exact references to which city has the highest crime rate, there are a number of variables that distort the figures. In some states, common assault is an offence and not a crime, similar to the decriminalization of some drug possession, while remaining a crime in others. Also, some Domestic Violence offences are offences and not crimes, again varying from state to state.
To go from figures of the number of crime/offence complaints reported to police, again, that is causing a variable in the figures. In some jurisdictions, Police will accept a barking dog complaint, while others will refer it to the council dog catcher. So in this example, being one of many, some jurisdictions accept certain types of reports that others do not.
Overall however, Australia has one of the lowest crime rates in the western world.
As for Drug use/abuse, having only visited Canada a couple times and only short visits, I can not compare. Given the number of media reports of large drug busts, this is highly suggestive of an active illegal drug networks and use/abuse throughout the country.
