What Defines a “Non Forcible Felony”? State of ILL.?

Question by Slick: What defines a “non forcible felony”? State of ILL.?
My nephew was convicted of a class 4 felony (“non-forcible”, drug possession.) back in 1991. He wants to re-apply for a F.O.I.D card to hunt. Would his application be rejected and if so, what can he do to appeal?
